The festival started as an opportunity to pass on the history and culture of Otaru to the next generation and pray for the development of Otaru. Held every July, it is a major event that represents Otaru's summer. Starting with dance and song stages, there is a parade of mikoshi (portable shrines) that parade through the city, and parades through the city while dancing to the "Otaru Ushio Ondo" and "Ushio Odori Uta." It is a festival that makes the center of Otaru lively. The main event of the festival, the large fireworks display, attracts many citizens and tourists, and the powerful fireworks launched over Otaru Port fascinate people.

小樽の歴史や文化を次世代に伝承し小樽の発展を祈念する契機として始まったお祭りで、毎年7月に開催され、小樽の夏を代表する一大イベントとなっています。ダンスや歌のステージをはじめ、街中を練り歩く神輿パレードや市外街地を「おたる潮音頭」「潮おどり唄」を踊りながら練り歩く。 小樽市内中心部が賑やかになるお祭りです。
祭りのメインイベントである大花火大会は多くの市民や観光客でにぎわいを見せ、小樽港に打ち上げられられる迫力満点の花火が人々を魅了します。
